Harrow Local Offer
The Harrow Local Offer sets out the services and support available in our borough for children and young adults under the age of 25 with special educational needs and those who are disabled. It also provides information about a young person's transition into adulthood.
The purpose of the local offer is to enable parents and young people to see more clearly what services are available in their area and how to access them. Knowing what is available and how it is accessed gives more choice and control to families and young people.
The Local Offer provides:
- One place to find information about the support available across education, health and social care
- Details about how to access services
- Clear and easy to understand information

Harrow Parents for Disabled Children (HP4DC)
Harrow Parents 4 Disabled Children(HP4DC) is a parent forum made up of a group of parents of disabled children who represent the voices of families of disabled children from birth to 25 years living in the London Borough of Harrow.
HP4DC came as a direct result of partnership working of Harrow Council and Harrow Mencap through the Aiming High Programme in 2008 and were originally supported by Harrow Mencap to become independently parent-led in Oct 2010. HP4DC is funded by the Department of Education with huge support from Contact A Family and the National Network of Parent Carer Forums.
HP4DC's main aim is to encourage and increase parent participation, provide a wide range of information, encourage information sharing between parents and professionals (health, education and social care) and helping parent/carers to get together and support eachother.
